Job Summary:
Under general direction of the City Manager, employee performs administrative, management and professional work including planning, organizing and supervision of the activities of the Stamford Carnegie Library. All responsibilities will be performed in an accurate, timely, professional and courteous manner.
Typical Duties and Responsibilities:
A. Plans and directs all aspects of the operation of the public library such as researching, developing and implementing practices and procedures to ensure smooth operation of facility, consulting with officials of other public and educational agencies on common library issues, and making informed decisions regarding library operations, personnel and facilities.
B. Recruits, interviews, hires, leads, trains, evaluates and supervises library personnel; conducts staff meetings, and establishes policies and procedures for professional, technical and clerical staff.
C. Researches, prepares, and presents annual library budget to City Manager.
D. Plans, develops, makes recommendations for, and oversees future growth and development of the library building, materials collection, and services as well as daily operation.
E. Compiles, composes, types, edits, revises and distributes agendas for the Stamford Carnegie Library Board, and various other types of reports and
records such as monthly activity reports and Texas State Library Annual Reports.
F. Makes presentations at various functions and meetings such as City Council, Stamford Carnegie Library Board, and other community organizations.
G. Compiles, composes, types, edits, revises, prints and distributes various types of correspondence, letters, forms, memos and schedules.
H. Researches, reads and interprets Texas State Library policies and ensure compliance.
I. Researches, analyzes, selects and reviews library materials to be purchased and deaccessioned to ensure library collection is reflective of the needs of the community.
J. Responds to inquiries and complaints received from citizens and other City departments.
K. Serves as Secretary to the Stamford Carnegie Library Board.
L. Attends and participates in professional meetings, conferences and seminars, and actively participates in professional committees.
M. Drives personal vehicle to attend meetings and make deliveries to and/or pick-ups from various locations, including material donations, supplies and equipment. Submits monthly travel reimbursement forms.
N. Uses and maintains/submits required documentation for a City-issued purchasing card according to guidelines issued by the Finance Department.
O. Performs other related duties as assigned by the City Manager.
Knowledge, Skills, and Abilities:
A. Extensive knowledge of modern library practices, techniques and procedures including cataloging, filing systems, reference materials, publishers, authors, publishing trends and all other aspects of library functions.
B. Extensive knowledge of State, Federal and Local regulations and rules governing public libraries.
C. Extensive knowledge of library computer systems.
D. Extensive knowledge of management and supervision practices and procedures.
E. Ability to read and understand reference books, book reviews and complicated procedures and manuals; ability to read computer screen.
F. Advanced knowledge and skill in the operation of word processing software including Microsoft Office, online bibliographical indexes and other computerized databases, personal computers and peripheral office equipment such as printers, barcode scanners, copiers, calculators and other office equipment.
G. Ability to write and maintain records, reports, policies and procedures.
H. Ability to communicate orally both in person and by telephone in non-emergency situations.
Physical Requirements:
A. Ability to walk and stand for extended periods while performing day-to-day Library operation duties.
B. Ability to bend, climb, stoop, squat, kneel, twist and crouch when replacing or retrieving library materials from shelves or cabinets, or placing and retrieving files from filing cabinets.
C. Ability to push, pull, carry and lift items such as books when replacing or receiving materials from shelves or cabinets weighing up to 30 lbs., place or retrieve files from filing cabinets.
D. Ability to reach to perform activities at desk; ability to reach overhead in order to obtain supplies, books, videos and other materials from shelves and cabinets.
E. Fine dexterity with fingers and hands required to handle items and to operate computer, calculator, etc.
F. Ability to speak clearly by telephone, face-to-face situations, and to make presentations to larger groups of individuals.
Environmental Conditions:
A. Work is performed indoors in an office setting. Some library events may take place outdoors. There are no major environmental or safety hazards.
B. Work may be subject to time pressures, working closely with others as a part of a team, frequent changes in tasks, working alone 50% or more of the time, dealing with irate people, noisy/distracting environment and performing tasks simultaneously.
C. Work may be tedious and exacting.
D. Work will include driving personal vehicle under various weather/traffic/road conditions.
Education, Certification, and Experience Requirements:
A. Above knowledge and skill may be gained by one year of progressively responsible experience in Library services AND OR by any combination of training and experience leading to the described level of knowledge and skill.
B. Must have a valid Class C Texas CDL Driver’s License and driving record must meet or surpass guidelines as set forth by the City.
